2. Commercial Return on Investment

Commercial return is determined by the operational and strategic value created, plus costs avoided, relative to the total cost of implementation.

3. Interpretation Boundary

The symbols are local to each formula. In the constitutional formula, O means Operational Clarity. In the commercial formula, O means Operational Value. The two definition tables must therefore be read separately.

The framework identifies value categories. It does not prescribe proprietary measurement methods, evaluator logic, pricing controls, or implementation architecture.
